Description
The Greenville vision is a multimodal and multi-jurisdictional transportation plan across GPATS from Greenville Spartanburg (GSP) airport through Greenville’s urban areas to Clemson University. The modes include elevated, driverless car transit network system (ATN) aka personal rapid transit (PRT); smarter bus transit (including bus and traffic light sensors and electric buses); connected, assisted, or automated LSEV shuttle services; and more bike and pedestrian-friendly pathways. GreenVillages development will occur around mobility hubs. People live in GreenVillages development and connect at transportation nodes to work, shop, learn, heal and play. Better connectivity for people living along urban corridors helps deal with the issues of first/last mile transport so they would not need to own a car, and reduces traffic congestion, air pollution, transportation costs and traffic accidents.
Challenges
Transportation challenges are NOT technology. Human perceptions need changes to see the practical advantages that automated transportation offers users. Proponents need to identify market needs that are solved by the technology. For example, a local airport needs an additional 1,000 parking spaces. If they use a parking deck, the cost is $20M. If they build on-ground, remote parking for $3M, and an ATN system to connect remote parking and terminal for $17M, they have solved two problems for the price of one. Public Private Partnerships (PPP) need Financing agreements.

Major Requirements
- An ATN project in Greenville can begin in 2016 w/ pilot system track at CU-ICAR & ITIC to test/ validate operation.
- GSP Airport plans to build a system between its terminal and remote parking lots and a future airpark office complex.
- The CUICAR pilot expands to Woodruff Road and along the GCEDC corridor to Downtown Greenville.
- GSP Airport connects to MNA and Pelham Road complex.
- Downtown connects to GHS SFHS, and Legacy School.
- Downtown connects to MNA/Pelham.
- Clemson Univ & City build an ATN system.
- Clemson and Greenville connect.

Standards, Replicability, Scalability, and Sustainability
- Greenville will partner with companies like AT&T, BMW, Bosch, Club Car, Duke, Parsons, Schneider, and other firms to apply current APM standards for ATN systems, collect & analyze mass data, and adapt as needed. In some cases, CUICAR & ITIC will be developing standards.
- ATN systems do not have to be the same vendor. But they must allow easy transfer from one transport mode to another seamlessly.
- Greenville envisions a project that scales from 1 mile to 70 and more miles. In fact, the more major attractor locations with high density of hospitals, offices, and attractor sites, the better. ATN systems are all electric and they reduce carbon, air, water and sewer pollution.

Impacts
GreenVillages Economic Development is a primary objective of the multi-modal corridor projects. GreenVillages are People love to live in places easily connected with other villages where they can live, work, learn, heal, shop and play. A 200 bedroom apartment complex costing $20M will generate an extra $400/year – over 10 years, that is $4M total. We expect more than $2 Billion development between 2015 and 2030 as the County population doubles from 500,000 to over 1 million. The County intends to be a fiscally strong (AAA+ credit rating) with clean air, water, and sewer, low cost energy, strong education, high quality healthcare, and high speed connectivity. Recently rated the fourth best community in America for retirement, we expect to maintain that attractive nature, even as we grow in population.
Demonstration/Deployment
- Phase I Pilot/Demonstration:
- Club Car connected LSEVs will be operating in an assisted/ semi-automated shuttle service mode on three campuses: Verdae/ Millennium; Legacy/City View; MARC; or Downtown
- BJU will be planning for Bruin-2, an automated LSEV
- An ATN pilot will be under construction at CUICAR/ITIC for testing and validation in the fall, 2016
- GSP Airport RFP for ATN system has been posted
- GCEDC will have an RFP respondent planning for 20 miles of an ATN system and routeway built thru a PPP
- Phase II Deployment:
- Club Car assisted shuttles will have carried over 100,000 riders over 50,000 miles and demonstrated a profitable business model based on demand for first/last mile services
- Bruin-2 will be operating profitably from the BJU campus to Downtown Greenville routes for tourist and event traffic
- ATN pilot at CUICAR will have proven technical and financial operations
- GSP Airport will have an ATN system near completion from the terminal to two remote parking lots
- GCEDC system will have 10 miles of ATN built and 40 more miles of ATN system is approved
