Install a pilot GIS-based visual dashboard to provide improvements in the following sectors:

  • Safety and security – provide greater coverage and more efficient deployment of emergency services
  • Transportation – provide better street lighting and traffic control
  • Operational efficiencies – improve efficiency of water distribution, energy efficiency in buildings, response times, and reduce costs
  • Interactive citizen engagement – keeping residents and tourists better informed
  • Improve communications and information sharing between departments


  • Selecting the elements to incorporate in the interactive citizen engagement system (customer portal)
  • Merging the relevant data sources in City-wide Dashboard
  • Identify the high level metrics for improving communications and operations across departments.
  • Developing measure of success



Major Requirements

  • Identify the pilot locations (existing and new) to incorporate into project
  • Provide connectivity solution
  • Develop visualization system, KPIs, and success metrics
  • Develop interactive citizen engagement system (Customer portal)

Standards, Replicability, Scalability, and Sustainability

  • Use of open standards for data transfer, analytics software, and visualization tools
  • Use of cellular standards for 3G and LTE and common wireless protocols
  • The pilot can be readily expanded to the entire city
  • The algorithms, visualization tools, KPIs, and Measurement methods developed could serve as a prototype for use in other cities

  • Cross-departmental awareness of operational information to improve services, planning, and response activities
  • Improved customer awareness and engagement on operational information


  • Phase I Pilot/Demonstration:

Pilot area defined, connectivity established, and baseline developed for existing services. Conceptual design for visualization dashboard and interactive citizen engagement system developed.

  • Phase II Deployment:

Visualization dashboard, KPIs, measurement systems, and interactive citizen engagement system in use for a minimum of 6 months
